They could be triggered automatically when the offending noise exceeds, say 100 db, and turn off when the db level decreases. This would be a kind of Pavlovian conditioned reflex. When the music is way too loud the ultrasonics turn on full blast and immediately the 'musician noise maker' will have a sudden horrible headache. When he turns off his own noise the headache miraculously ends. Repeat enough times to 'condition' the noisemakers - or humans.
